Carter AFB running Question


I may have found part of the problem. I checked the vacuum and its around 15 
which is fine.
But, I checked the voltage at the coil while it's running and it's at 12 v. 
Should be 6v right? So I checked it at the ballast resistor and it's 12v on 
one side and 13.5 on the other. I think the ballast is wasted?

Your thoughts?
